KAREN MAIN 

PRESIDENT

Karen Main is an award-winning author, speaker, trainer, and consultant with over twenty years of experience building effective leaders and teams in the public sector.  She is a Past President of the Colorado chapter of pshra™ and the Colorado Association for Talent Development. She delivers workshops through her company, Innovations in Training and is a requested speaker at numerous conferences across the country. Her first book, Pitfalls and Possibilities: A Leadership Fable, earned Bronze in the Business Fable category in the 2022 Axiom Business Book Awards and was described by a judge in the 2022 Writer’s Digest awards as “a must read” in the leadership genre. Now that Arizona is her new home, she’s excited to explore new surroundings and make new connections as a member of the pshra™ chapter - Grand Canyon State. When she’s not working, she’s an avid swimmer, a sometimes golfer, and an amateur singer/songwriter who is always – always - on the hunt for amazing tacos. 

DORRI CARPENTER 

SECRETARY  

Most of Dorri's career has been spent in payroll and HR.  From 1998 to 2002 she worked for a start-up PEO, Creative Business Resources, overseeing the payroll division.  She then joined a national AV distributor, Troxell Communications (now Bluum), as the Human Resources Manager/Director from 2002 to 2020.  In 2020, she made the leap into Public Sector as the Sr. HR Analyst for the City of Maricopa and moved into the HR Manager role 8 months later.

Dorri is the Secretary (2023-2024) for pshra™ chapter - Grand Canyon State

She loves the challenge, excitement, and rewarding environment of HR where she says "There is never a dull moment or lack of learning opportunities."                                                       


NATHAN WILLIAMS

MEMBER AT LARGE (2023-2025)

Nathan has been Gilbert’s Chief People Officer since October 2019. Before that, he spent just over two years as Gilbert’s Organizational Development Manager. Prior to Gilbert, Nathan had about 10 years of HR experience in the private sector, and 3 years teaching Strategic Human Resources to college undergrads. Nathan’s mix of public and private HR experience allows him to approach challenges and situations through a couple different HR lenses. He is passionate about leader and employee development, employee engagement, technology, and data, and believes HR leaders must be focused on upskilling and reskilling themselves and others to better utilize these tools and disciplines to be competitive for the future!

Nathan is the Membership Chair and a member on the programming committee for pshra™ chapter - Grand Canyon State.

He’s been an Arizona resident for seventeen years and received an MBA from ASU in 2008.

CARRIE BOSLEY

MEMBER AT LARGE (2023-2025)

Carrie Bosley is an accomplished leader and trusted advisor with over 20 years of experience building lasting relationships with organizational leaders to drive their organizational goals and initiatives. Carrie has worked in the for-profit, non-profit and public organizations. She is currently the Human Resources Director with the Town of Queen Creek in Queen Creek, Arizona. She is passionate about helping teams build employee-centric cultures promoting positive experiences, identifying efficiencies and optimizing productivity. She is an empathetic leader with excellent interpersonal and communication skills.

 Carrie is the Programming Chair for pshra™ chapter - Grand Canyon State.

Carrie resides in Gilbert, Arizona with her husband, Jason and is a proud mother of their two children. Outside of work you will find her carpooling the kids to/from their sporting practices and events. 

SHAWN IRULA

MEMBER AT LARGE (2023-2025)


Since August 2021, Shawn has held the position of Total Rewards Manager for the Town of Gilbert.  She leads a team of professionals responsible for benefits, compensation, leave management, safety, retirement, wellness and workers' compensation. Before joining Gilbert, she spent 19 years in the Human Resources Division for Lake Havasu City, where she gained experience in all areas of Human Resources and Risk Management. Shawn has a passion for helping people and enjoys the diversity that the human resources profession offers. 

Shawn is the Marketing Chair, and a member on the programming committee for pshra™ chapter - Grand Canyon State

When not at work, Shawn and her family enjoy attending sporting events and food festivals throughout the valley. 

DAVID PARKER

MEMBER AT LARGE (2023-2025)

David Parker is the Executive Director, ERM, Ethics & Compliance, and the Title IX Coordinator for Pima Community College.  David has led risk management efforts in state & local government, a special district, and higher education.  He has participated in an international exchange with the London Borough of Newham, been selected as the Public Risk Manager of the year, and served as a practice leader helping public entities and higher education across the nation with best practices. 

David and his wife celebrate their anniversary each year in France so he is a struggling French student.

CARLA REECE

MEMBER AT LARGE (2024-2025)


Carla Reece grew up in the charming mining town of Bagdad, Arizona. Her academic journey includes earning a Bachelor of Science in Legal Studies, a Master of Public Policy, and becoming a Certified Public Manager. She holds various credentials, including the SHRM-Senior Certified Professional (SCP). Over the course of her career,

Carla has shared her knowledge and skills in diverse disciplines, making meaningful contributions to communities ranging from small towns to large cities. She currently serves as the Director of Administrative Services for the Town of Cave Creek. 

GINA MONGER

MEMBER AT LARGE (2024-2025)



Gina is an experienced HR professional, with nearly 25 years in public sector, serving at all levels as an HR generalist, and is currently the Human Resources Director for the Town of Paradise Valley. Gina is originally from Washington State, where she worked extensively in union environments, leading relationship development and change management.

Since relocating to the Valley in 2021, Gina is enjoying the new challenges that local governments provide and the sense of community they offer. She believes in the work of government and serving the public in a meaningful manner, through effective HR strategies, continuous improvement, and empowering others to exceed their own expectations. Gina embraces the work of HR; and appreciates that every day is an opportunity to learn and grow.

Gina values time with her family, or at least trying to catch up with them! Between her adult son in Washington and her adult daughter in Tennessee, along with her husband and two kids at home in north Glendale, there is always somewhere to be and someone to see. All kidding aside, she enjoys family time, the sunny weather, sports, and exploring the beauty of Arizona.
